As the PAN CARD is not having any address written on it,why I have to supply a photo id and a photo and a heavy charge when the address is being changed at the I Tax deparment record only.I wrote a mail to them to this effect but they don’t have even the courtsey to reply.

Why don’t you call and ask? I doubt anyone here knows much about Indian bureaucracy.
