I am planning on buying a HP pavillion elite desktop (i know i can build one)

The graphics card is really weak, everything else is really good but its not meant for gaming.
ATI Radeon HD 5450 Series.
The computer has a power supply of 300 watts.
Now ive heard that its difficult installing a power supply and video card in a pre-built pc and the case is really small so installing might be a hassle.
The question is what video card and power supply do i need to enjoy high setting gaming
and is it easy to upgrade the video card and power supply?

It is tough to find a suitable higher end GPU/PSU combination that is compatible with a prebuilt computer’s size. You will need to go for something abit more mid-range unless you swap cases.
An HD 5770 should have no trouble fitting in a HP Pavilion case. You may even be able to squeeze an HD 5850 in there. A PSU with 40A on the 12v rail is required for an HD 5850, and 18A for the HD 5770.
Wattage ratings on the sides of the PSUs dont mean a thing. There is a lot of variation in quality between PSU manufacturers and between models in a manufacturers lineup unfortunately. When shopping for PSUs always look for the max load table, on newegg its usually one of the images. If its not skip that PSU and move on.
As a general rule of thumb a good 500-550W unit with ~40A on the 12V rail will run any single GPU card, a good 700-750W unit with ~60A on the 12V rail will run most crossfire or SLI setups. The 5770 is low power so you could safely crossfire it on a quality 650W unit.

ATI Radeon HD 5970 is a pretty nice card. Its supposed to be the most powerful one from AMD. I am not sure about its power requirements though.

What Max said, and any decent (Thermaltake, OCZ, etc) 700 watt power supply or better should be more than adequate.
