I’ve just realized this today but I can’t find a plausible explanation.
I’ve also come upon a video which says that having your name in capital letters is a term called Capitus Diminutio Maxima, which states that a man’s condition changes from freedom to bondage(meaning that I waive all of my rights), but I don’t think this is true and the idea is pretty far fetched.

The reason is fairly pragmatic. In the early days of computers, printers only printed in CAPS. Thus when passenger lists, warning lists or any other kind of list was needed to be produced, it was always in all CAPS.

Many official documents were similarly printed. Also, having all CAPS helps those who don’t speak or read the native language well to match up names on these lists.

It was purely for governmental convenience.
