I am trying to find one on eBay, but I have no idea what to search for. I just want to know what you call those machines that print plastic cards like the library cards.
Regular laser or inkjet printers will not work for what you want. Inkjet ink will not adhere to the plastic. Laser printers are not designed for such thick stock and the toner would not stick very well either. The kind of printer you need is an ID printer. They use special dye ribbons and a dye-sublimation process to print. There are many manufacturers and types out there. You can do your own search using Google if you like and type in "ID printers" to get a wide variety to choose from.

It is a laser printer.

I used a inkjet or laser to print on label, then peel paper backing and place on the plastic card.
Other option is to use a Brother laber maker, Model 550. They print one label at a time, just black and white. You can place a photo and other information including bar code for the time clock.
I found several printers for ID card price from $1.200 to $300.
There special printers which print on the cards, but they are proud of them. For small number, I use labels.
