The answer to your question depends on where you live. Without knowing your location it is not possible to give you an answer.

In the United States, it’s the Department of Motor Vehicles. In California specifically, if you’re 65+ there’s no charge.

They could just ask everyone if they have an opinion that they would like to express. Then those that do, the senior citizens, get in this line over here and for those of you who have no opinions, you can leave and go back to wherever you work.
The Texas Dept. of Public Safety issues our license to drive a vehicle and it includes our photo. They also issue an identity card for those non-drivers who have a need for some kind of official identity card. It works O K for us. Actually, they are Official Texan cards and provide other benefits like, operating a motor vehicles on Texas streets, roads and highway and proving that you are of age to enjoy a cold beer in Texas on a hot summer day. Before they issue you a card they ask you who your Mom and Dad are. They also determine what your capacity for BS is and determine if you are a true Texan based on that determination.

From your mail ID its appearing that you are from Hyderabad.
So you can go to your nearby post office and enquire for Identity Proof for citizens. This service is being provided by Post office for decades however many people are not aware of it. Its just like having applied for Passport because the officials will come for verification and little formalities. This service is also available in Bangalore and may be whole of India.

In my hometown it’s the sheriff’s department. Check your local law enforcement agencies.

In the Boston area there are discount passes for getting on the T at a low price. The T does an outreach each year where they go to senior centers with their laptop computers and id-photo cameras. They sign up people (after checking their credentials or counting their wrinkles). They then mail an ID card with a photo and an official seal. That not only works for the T but also for any place that wants to see an official proof.
See if there is an equivalent in your area.

Each state issues an ID to anyone who doesn’t have a driver’s license. If you don’t have an ID at all, you can apply for one through the DMV just the same as if you were applying for a license, except of course there is no exam or road test. When my mother surrendered her license last year, they automatically sent her a state ID to replace it.

Michigan will issue a non-driver ID that looks almost the same as a driver license — not sure, but think you get them at the DMV.

You can go to the Department of Motor Vehicles and they will issue you a photo ID that looks like a regular drivers license, except in bold letters it specifies it is not a drivers license. I know several people who have done it. Call before you go to find out what you need to bring with you.

Go to your nearest DMV, and wait your turn for having your picture
taken for just a plain Photo ID. You have to take several pieces of
mail to prove who you are also. They can tell you what you need over
the phone to bring in. If you don’t have everything they ask for, you
won’t be issued an ID. I know, as I waited in line last summer and
was one piece short of what they wanted. I thought it was just a
matter of having the money and getting my picture taken. But now
with security risks, and ID’s stolen, they want to see more proof, with
your address on it. I think I had to take another picture ID and also
a couple of utility bills with my name and birth certificate. But I’m
not positive, so it will pay to check. It costs the same now as a
regular drivers’ license for some reason. I was surprised at the cost.
