They don&#039;t want untrained people attempting rescues on disaster sites -- and they don&#039;t want to pay out millions to them a few years down the road when they get sued for those people getting sick from being at the site. ID&#039;s are a good idea, since apparently anyone with a tattoo was allowed into Ground Zero. These lawsuits are costing the state millions, because people fudged their ways in to the disaster sites and got sick -- now they&#039;re blaming the state, so the state has to crack down.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>

If a well-intentioned volunteer gets hurt because of his/her own stupidity that&#039;s just too bad. They shouldn&#039;t be allowed to sue anybody, and therefore there would be no liability and no need for such an id. We have become a nation of pussies. (see what I mean?
