I have this power supply with 19A each on 3 rails,

and also this graphics card,

The problem is the PC cant even start with it inside, its like trying to start a car with a dead battery. It powers fine without the card. I guess the power supply is weak. Am I right to buy another more powerful power supply, any recommendation for one is welcome. Thanks
The power supply is ample.
Make sure that the additional 8 pin power at the rear of the card is connected properly.
Try swapping rails, I’ve had success with this in the past…
A PSU tester would be useful…
Can you try the card in another PC?
This might put the card in the clear, or mot – as the case may be…

620 watts seems high enough for most GPUs unless you’re running something really high end like a 5970 Radeon or 295 GTX or any modern ‘double card’
Your video card link didn’t show
Are you sure the card is connected correctly to the power supply? Some of them need 2 connectors like my 5850 Radeon does
EDIT: Oh ok, the GTS 250. Maybe the card is just defective, unless you have a ton of hard drives and stuff like that goin on too

That’s a 620W power supply and should be ample to run that graphics card unless you’ve got a load of other peripherals (hard drives, card readers, sound cards, PCI Modem etc etc).
Is it a new power supply or graphics card? One of them might be faulty.
When I got my nVidia new graphics card, the psu wasn’t up to the job but the machine would power on and the card would switch to low power mode and not run any high spec stuff. I would suggest yours would do the same.

Higher end video cards can draw up to 300W surge current off of a +12V rail. So, a power supply with only 19A on each rail is pretty weak. Still, I would think that it would at least BOOT, unless the power supply is just plain bad. Considering that the brand Coolermaster is very poor quality, it’s a good bet your power supply is both too weak AND defective.
A good match for your system would be a Corsair 650TX. Note the "TX". Other Corsair supplies have their +12V rails divided, like the coolermaster that is not working for you. But the TX series by Corsair has more amps available on the +12V line. If a Corsair 650TX doesn’t do the trick, it’s possible that the video card itself is bad. But considering the power supply is (at least) too weak, that’s a good place to start.
