Well i did try using my passport and house document but they want both in one.
As you are a US citizen than at most of the places your passport shall serve the purpose. Regarding your current residence proof, you can give the copy of contract of landlord where you are staying.

First i suggest to have a notary done with your current address .you can apply Indian PAN from income tax department with a copy of your passport that can be your photo id so that can solve the problem

It is easy. You get a photo ID from the organisation in which you are working, which solve the problem. Moreover getting a PAN Card from IT department is atime consuming affair.
For your Residential Address proof also, you can have a certificate from the firm in which you are working that you are residing in so and so place, which is sufficient for your immediate requirements.
