My wife dose not have a photo id.Is there any other option left for her to travel.
Is she wanting to travel domestically within the US? Or within Canada? Australia? England? South Africa? Maybe within Brazil, but you’re just asking the question in English for some reason?
Different countries have different laws. So the answer could be yes or no, depending on which country you’re talking about. We have no way of knowing where in the world you live.

Well, for a flight you’ll need an ID. If that’s out of the question, your wife can ride a horse wherever you are going…. HOW COME she doesn’t have an ID ?? Is she illegal or something???

Yes and No.
By Law, no, but you have to allow secondary or more extra searches.
Airlines, yes they require it because the airline wants to make sure you are not trying to "give/sell" your ticket away.
Does she have an expired ID? That is good enough for the airlines sometimes. Again she will have to go through all the extra searches.

It’s possible, but she may be subjected to additional screening and will need to satisfy the officer that she says who she says she is. Whether she’s allowed to fly is up to the officer who conducts the addtional screening. Here’s what the TSA says about it:
