This is the graphics card i want to install:

But i have this power supply:

My question is that the graphics card says 350 Watt Power Supply (with 18A on the +12V Rail)
Does the power supply have 18A on the +12V Rail?

According to the page,

Load Range +3.3V@30A; +5V@30A; +12V1@18A; +12V2@18A; -12V@0.8A; +5VSB@2.5A

There is a mention of 12 @ 18A so looks like it’ll work. However, just to be safe, you might want to look at your power supply and make sure there’s a connector that kinda looks like this:

Basically, it’s made up of four small "holes" and note that one edge has a curve of some sort. It’s about as big as a square centimeter, if not smaller. Good luck! (I hope my picture came out ok)

    your power supply has 18A on both 12V lines.

    So yes you can use it.

    It is fine.
    I have a nvidia 8800 gs(same as 9600gso) and a dual-core processor on a power supply of just 380 W and is running Ok. (People have problems with the power supplyes because they use cheap chinese brands that say they have a 500-600 W output but in fact give only 200-250 W )
